Overview of ECTS Electronic Cargo Tracking System

Implementation of Electronic CARGO Tracking System (ECTS) is one of the initiatives by (Tanzania Revenue Authority) TRA to modernize Customs operations with a view of improving monitoring of transit goods, efficiency in service delivery in order to facilitate trade across Tanzania borders and increase revenue collection in cost effective ways.

 Reduce physical checks of transit goods
 Quick security bond cancellation
 Increase truck turnaround time and reduction of the cost of doing business

ECTS arrangement is self-financing such that Clearing and Forwarding Agents (CFAs) and Transporters have the option to choose from the approved list of seals providers and agree on the price and related terms and conditions to exchange the seals. Nevertheless, TRA may intervene to ensure fair relationship between CFAs, Transporters and providers of the seals.
Electronic Cargo tracking system (ECTS) is the system that enables tracking the movement of vehicles and goods from one point to another, essentially it is an enhancement of the current manual system of tracking transit and other customs controlled goods. 

The system was introduced to TRA, Customs and Excise Department operations with effect from 12th March, 2012.
ECTS is capable of identifying location of the trucks/goods their movement and the status. By the use of GPS/GPRS the system is capable of receiving status reports of electronic seals tagged to the goods being monitored
